add configurable ports to dspserver and qtradio

Bugs

~~QtRadio Red line for bandedges are off by the dspservers local osc offset~~
~~QtRadio is interpreting both cursor-up and cursor-down as increase tuning resolution, so I end up tuning in 10's of MHz in no time.~~ Feb 9 2012
~~dspserver still updates server list even if shre="no" is set~~
